Ghazali Shafie, the Permanent Secretary to the Ministry of Foreign Affairs, welcoming Lt. Col. Ali Moertopo of Indonesia with a brotherly embrace at the Subang International Airport on 27 May 1966.  It was often the case that Ghazali, a civil servant, was more in contact with political and military leaders in Jakart, Manila and Bangkok than with his foreign ministry counterparts in these capitals.
